Tim earned a J.D. degree at Western State University College of Law in Fullerton, California; an M.S.A. (Master of Science in Administration) from Pepperdine University, a B.S.L (Bachelor of Science in Law), also from Western State University College of Law; and an A.A. degree from Santa Monica Community College.

Tim began his career as a faculty member and has taught at several community colleges including Moorpark, College of the Canyons and Rio Hondo College. His administrative credentials and leadership experience are impeccable, resulting in a strong record of success. He was Division Dean at Rio Hondo College from 1999-2001, and, since 2001; he has held the position of Dean, Student Learning, at Moorpark College, reporting directly to the college President. His responsibilities have included budget, curriculum and program development as well as supervision for all division faculty and staff for Mathematics, Social Sciences, Business, Computer Science, computer Information Systems, Computer Networking Systems and Engineering, Physical Education, Health, Nutrition, Athletics, Distance Education, Honors, and Service Learning.

Outside the California community college system, he has held administrative positions at various locations of the University of Phoenix. From 1992-1994, he was Regional Director of the Multiple Sclerosis Association of America and from 1986-1991, he was the Vice-President of U.S. Housing, Inc, in Burbank, California. Additionally, he was the REO Director of the Capistrano National Bank in Santa Ana (1983-1985) and the Vice President of Samson Development Company in Calabasas, California (1982-1999). He is also a Board member for the statewide Association of Instructional Administrators (AIA).
